The report discusses CSIL while examining factors associated with caregiver distress. It states that the data indicated caregivers of CSIL clients had a 50 per cent lower risk of caregiver distress even though, on average, they were caring for people with higher complex-care needs than non-CSIL home-support clients.
The report also states a CSIL rate of $30.39 per hour at that time and compares it with an average $44 per hour for health-authority-delivered home support. Those figures are findings reported by the Seniors Advocate; this source record does not treat them as a complete cost comparison or as a determination of an appropriate CSIL funding level.
The report describes access and assessment concerns and recommends improved access to CSIL. Those recommendations belong to the source. The archive uses the report as evidence that CSIL had become part of independent provincial analysis of home support and caregiver outcomes.
