Working dates, how sure we are, and associated sources

The same dates appear in the History chapters.

Dates here are working dates unless a linked source record says a copy was read. Approximate and contested dates are labelled in the Date column. The 1993 and 1994 CSIL rows are both kept. The 1995 row keeps later official “province-wide” wording beside 1995 newspaper “new/pilot” wording. Later sources disagree about the start year; the available records do not settle it.

The status column says how much public evidence currently supports the row.

SCI BC history and Fayerman 2018 say 1985. Nielsen (April 1986) says the endeavour began last year. No inspected 1985 opening instrument.

Six men took up residence in Creekview Cooperative after convincing government agencies; Paraplegic Association sent a photograph. Complete success is the minister’s characterization, not an inspected evaluation finding.

28 March 2011 exact	Ministry announces CSIL hourly-rate increases (program already provincial)	verified-inspected	BC Ministry of Health news release 2011HLTH0018-000298; HCC Policy 4.C	Later official evidence of a scaled provincial program (more than 800 clients in the release). Effective date of the first announced increase is 1 April 2011. Does not settle 1993 versus 1994. HCC Policy 4.C later grandfathers clients on CSIL as of 31 March 2011.
