Front-matter title joins the cover title and subtitle with a colon. That colon is a catalogue convention; the cover sets “Synthesis Report” on its own line.

This is a later reference point, not a substitute for 1990s primary sources.

The introduction (page 1, opened as an image) dates CSIL only as “the 1990’s”:

Participation in the program has grown annually since its establishment in the 1990’s

That sentence does not choose 1993 versus 1994. This archive must not use the 2008 synthesis to pick a starting year.

What the opened pages and the IA OCR of the same item can support:

  • That a November 2008 Program Review / Synthesis Report prepared by James Murtagh Consulting for the Home and Community Care Branch exists and is inspectable online as this Microlog fiche.
  • That the authors present the report as a synthesis of recent, relatively independent CSIL review efforts (the introduction and section 2 describe a 2006 Ministry of Health Services review that produced background papers but “no final report,” plus other 2006 reviews).
  • That Best of Care footnote 207’s short title and November 2008 date match this cover.

What they do not settle:

  • The Best of Care statement that “The CSIL program underwent a provincial review in 2007.” The inspected 2008 synthesis describes a 2006 ministry review and is dated November 2008. This archive still does not treat “2007 provincial review” and this November 2008 synthesis as proven to be the same product.
  • Founding-year questions (1993 versus 1994; pilot versus province-wide).
  • Redistribution of the IA PDF (ProQuest fiche copyright notice; no hosting licence seen).

Do not confuse this item with the 2012 Foerster & Murtagh Care Aide and Community Health Worker Registry review (FOI HTH-2012-00165), which is a different program and year.

  • Whether Best of Care’s “provincial review in 2007” is this synthesis, the 2006 ministry process, a contract year, or another product.

  • Place of publication (not on the title pages opened; IA catalogue only).
  • Day within November 2008.
  • Independent confirmation of the IA metadata OCLC number.
  • The other review documents this synthesis cites (named in OCR; not separately catalogued here). Those may become new wanted items.
