Annotation

This is the later official chronology named when this archive was first planned. Volume 1 states, in a home-support service-delivery bullet:

Seniors and their families can obtain funding from the government to hire and manage their own home support services, through the Choice in Supports for Independent Living Program, established as a pilot in 1994 and implemented province-wide in 1995.

The 1990s narrative paragraph repeats the same pairing:

In 1994, the Choice in Supports for Independent Living (CSIL) program was created as a pilot project and became available province-wide in 1995. The new policy required regional health boards to fund self-managed home support services for people who had the ability to direct all aspects of their care or who had a client support group to do so on their behalf.

The same volume later says “The Choice in Supports for Independent Living (CSIL) program was introduced in 1994” (without repeating “pilot” in that sentence) and:

The CSIL program underwent a provincial review in 2007.

Footnote 207 cites:

The Overview PDF uses the same 1994 “introduced” wording and the same November 2008 footnote, there attributed as “Ministry of Health Services.”

This archive treats those passages as later official chronology and a bibliographic lead, not as inspected 1994–95 instruments. They do not name Paul Gauthier, ECPM, Creekview, Continuing Care Division, or Community Support Branch. They do not name James Murtagh.

Important contradictions preserved

  • Ombudsperson: pilot 1994 / province-wide 1995.
  • Gauthier 2014: “Established … in 1993.”
  • Gauthier 2015 and IFRC Our Team: 1994.
  • Same Ombudsperson volume: CSIL review in 2007, bibliographic citation dated November 2008. The inspected 2008 synthesis matches the footnote’s short title and month. It describes a 2006 ministry review and is dated November 2008. This archive still does not treat the 2007 sentence and the 2008 synthesis as proven to be the same product.

Open questions

  • Which 1994 instrument the Ombudsperson treated as the “pilot,” and which 1995 act as “province-wide.”
  • Why the same volume says “provincial review in 2007” while citing a November 2008 Program Review.
