Annotation
Under “How CSIL Evolved” the deck states: “Established by the Ministry of Health in British Columbia in 1994, with people with disabilities in the forefront of the program design.” Gauthier is also labelled “the founder of the CSIL program.”
Compare the May 2014 SCI series deck, which uses 1993 in a nearly identical sentence. This archive keeps both dates visible and does not choose between them.
