Original Ministry of Health CSIL pilot/design records
No original 1993–95 Ministry of Health design file, Treasury Board submission, or pilot record was recovered. Later public sources disagree on 1993 versus 1994 as an “established” year, and a 2012 official report gives pilot 1994 / province-wide 1995. Continuing Care Division / Community Support Branch as the 1995 administrative home is now attested in the HEU Guardian Nov/Dec 1995 feature we have read (union newspaper, not a ministry file). Original 1993–95 design records remain unfound.

This is a class of records, not a single titled publication. The sortable date 1994-01-01 is a midpoint, not a claim that a specific document is dated 1994.

Near-miss (do not conflate)
The Roeher bibliography cites Kelly MacKinnon, “Individualized Funding Service Brokerage Pilot,” Ministry of Social Services, October 1995 — a Social Services individualized-funding / brokerage pilot (1991–96), not a demonstrated Ministry of Health CSIL record.
Annotation
Public sources now document, in print, three different start-stories: established 1993; established 1994; piloted 1994 and province-wide 1995. The exact start date is not completely clear: later official wording assigns different meanings to 1994 (pilot) and 1995 (province-wide), while 1993 remains a conflicting later label and late-1995 HEU still says new/pilot. Those sources do not replace the missing ministry records, and they do not say what each year authorized (design, Treasury Board approval, pilot intake, or broader availability). ECPM as a formal predecessor is still reconstructed from later accounts (IFRC Our Team; Gauthier 2014), not from a 1990s ministry file we have read. See the CSIL design and pilot chapter.

- Which files exist and are public.
- What each dated item authorises.
- Whether “50 people tried it out” (Gauthier 2014) is from the time or later recollection.
- Whether Hansard for 1993–95 names CSIL (not retrieved in this pass).
- What ministry document created Community Support Branch CSIL, and whether Sally Hamilton’s role is documented elsewhere.
