In a continuing-care section of his estimates statement, Nielsen says:
A very specific endeavour began last year which I think is a tribute to the determination of a group of six young men who faced a future of institutional life as quadriplegics. These men, most of them depending on respiratory machines for breathing, convinced various government agencies to give them a chance to live in an independent group setting. They took up residence in the Creekview Cooperative apartment building near False Creek. I understand that their new lifestyle has been tremendous. In fact, I received correspondence yesterday, including a photograph of the six young men, from the Paraplegic Association. Apparently their life has just changed so dramatically. It has been a complete success, and we really congratulate them for putting the effort into getting it done.
This is a contemporaneous ministerial statement that the move had already happened (“began last year”; “took up residence”) and that the Paraplegic Association had sent the minister a photograph. It does not name Creekview 202, an evaluation, Walt Lawrence, CSIL, or ECPM. “Complete success” is the minister’s characterization, not an inspected evaluation finding.
A nearby paragraph describes a different community-living pilot “for people with severe mental and physical handicaps” with British Columbians for Mentally Handicapped People. That pilot is not treated here as Creekview.
Open questions
- Whether Nielsen’s “six young men” are the same six persons Mowat described in February 1984.
- What “last year” means in an April 1986 speech (calendar 1985 is consistent with Haw’s September 1985 opening; it is not independently dated here).
