Annotation
The report describes CSIL as the version of self-directed home support then implemented in B.C. and estimates its client base at approximately 1,000 people. It states a CSIL funding rate of $31.47 per authorized hour.
The report also repeats the earlier finding that caregivers supporting CSIL clients with highly complex needs had approximately 50 per cent lower distress rates than caregivers supporting clients receiving health-authority-directed home support. It discusses both reported benefits and limitations of CSIL, including a narrow scope, access difficulties and policy constraints in relation to the older population examined by the report.
The $31.47 figure is a rate stated in a June 2019 report. The archive has not, through this source, established the instrument or exact effective date that changed the February 2019 rate of $31.16 announced in the 2015 Ministry release. That difference is therefore left visible rather than silently reconciled.
