Enhanced Consumer Participation Model (ECPM) manual(s)
A later bibliography confirms that a 1990 ECPM skill-development manual with five modules existed, but we have not found a copy to read. A possible 1994 training revision, named in jordanforge-infrastructure issue 10 and in later project notes as associated with Emma Van der Klift, was not found. Van der Klift’s 1994 publication that we have read is a different work (Hell-Bent on Helping). The evidence is not clear enough to decide whether the reported 1994 item is a distinct work — not a contradiction between two bibliographic records we have read.

Annotation
Public bibliographic evidence supports treating a 1990 Skill Development Manual (five modules; 52 pages plus appendices; BC Rehab & GVHSS) as a real, cited publication. The archive has not seen the text. Later IFRC pages treat ECPM as a named precursor project; that is later institutional history, not a formal predecessor declaration in a 1990s document from the time. The evidence is not clear enough to decide the 1990 versus 1994 date question. ECPM as a formal predecessor to CSIL remains an interpretation until a record from the time says so. - How many manuals or editions exist.
- Whether a 1994 item is a revision, a training manual, or a conflicting citation of the 1990 work.
- Title-page authorship, including any role for Emma Van der Klift, GVHSS, or Vancouver Health Department.
- Relationship to Keys on Freedom.
- Whether any historical VCH / Vancouver Health Department file still uses the ECPM name.
