The earlier housing-and-support story is already on the Creekview page. That is where the public sources sit.
The earliest public record we have read is Hansard, 24 February 1984. It already describes the planned Creekview move. Haw 1989 is a later overview of 1970s–early-1980s housing and Long Term Care. The Creekview chapter already summarizes that sequence. It labels Haw as a later overview, not a 1970s file from the time.
No public primary source from before February 1984 has been catalogued here that would support a separate origins chapter without repeating Creekview or guessing a national independent-living history. A free-standing “independent living in British Columbia” chapter would invent breadth the sources do not support.
Creekview still does not treat the 1980s project as a proven predecessor of ECPM or CSIL. The evidence does not show that Creekview formally became ECPM, or that ECPM formally became CSIL. That relationship remains an open question on the Creekview and ECPM pages.
This page is not a claim that Creekview is the origin of CSIL, and it is not a substitute for the ECPM or CSIL design and pilot chapters.
