None recorded from a 1990s source from the time that we have read. The 1990 ECPM manual has not been read; Roeher’s bibliographic entry names corporate authors only (BC Rehab and Greater Vancouver Home Support Society).

Later accounts
The IFRC “Our Team” page states that Theriault “worked alongside Paul and others as pioneers of the individual funding project; then known as Enhanced Consumer Participation Model [ECPM]” and later travelled the province with Paul Gauthier to “create and promote the CSIL Program.” The same page dates his IFRC presidency from May 2014.
That is IFRC’s later wording, not an ECPM manual or ministry file we have read. See the ECPM chapter and CSIL design and pilot.

- What title or employment from the time, if any, attached him to ECPM or CSIL creation.
- Whether he appears on the unread 1990 ECPM manual title page.
- What “create and promote” refers to (design, training, travel, later IFRC work).
