Gaps, wanted documents, and work still to do
This section tracks active research gaps. It is not a findings page.
Current priorities
When this archive was first planned, five documents or record classes were named. Four copies are still sought and remain on Wanted Sources: Creekview 202 evaluation, Keys on Freedom, ECPM manual(s), and original ministry CSIL pilot/design records.
The November 2008 CSIL program-review synthesis is no longer copy-sought. A Microlog fiche is inspectable on Internet Archive; see the 2008 catalogue record.
A September 2026 public-source pass added catalogue records for evidence from the time and later public evidence (Hansard 1984 and 1986; Mattinson & Rompf 1987 abstract; Haw 1989; Roeher bibliography; Ombudsperson 2012; SCI BC and IFRC pages; current ministry and Vancouver Coastal Health CSIL policy). Keys on Freedom still lacks independent bibliographic confirmation. The 1995 HEU Guardian PDF was retrieved as a scan; the page-9 CSIL passage was read from the image.
Cited history chapters now cover Creekview (also the earlier housing-and-support context), ECPM, CSIL design and pilot, and later evolution. Copies still sought are listed on Wanted Sources. The 1987 Creekview evaluation report remains wanted. A summary of what the evidence does and does not show sits on the History page.
How to use this section
- Add a wanted-source record when a document is known or strongly attested but not in hand.
- Keep status labels honest (
known-to-exist-copy-sought,physical-copy-known,permission-required, and so on). - Do not convert a gap list into narrative history.
