Annotated catalogue — evidence before narrative

Each source has its own page with structured front matter. The schema is documented in source metadata. Controlled values are listed in vocabularies and evidence statuses.

This catalogue now includes:

• one clearly labelled example / template record (not a completed research item)
• four remaining wanted sources (Creekview evaluation, Keys on Freedom, ECPM manual(s), ministry CSIL pilot/design records)
• the November 2008 CSIL Program Review Synthesis Report, read as an Internet Archive Microlog fiche (no longer copy-sought)
• records from the time that we have read (Hansard 1984 and 1986; Haw 1989; HEU Guardian Nov/Dec 1995 CSIL passage)
• bibliographic records we have read (Mattinson & Rompf 1987 PubMed abstract; Roeher / Salisbury bibliography)
• later official and organizational records (Ombudsperson Best of Care 2012; IFRC and SCI BC pages; current ministry and VCH CSIL pages; Order of Canada citation)

Narrative chapters that use these records: Creekview, ECPM, CSIL design and pilot, and later evolution. A summary of what the evidence does and does not show lives on the History page.

Do not treat a catalogue row as proof that the original 1980s–90s manuals or ministry files have been read. Check the verification and availability labels. Check the annotation before treating a later webpage as confirmation of a 1980s–90s fact.
